Fix last Tramp commit

* lisp/net/tramp.el (tramp-completion-file-name-handler): Run only
when `minibuffer-completing-file-name' is non-nil.

* test/lisp/net/tramp-tests.el (tramp-test26-file-name-completion):
Fix test.
